Plans to impose a minimum price for alcohol of 45p a unit appear doomed in the face of powerful opposition from cabinet ministers in a blow for David Cameron.

As even the dimmest MP and civil servant apparatchik must know by now, the whole thing is doomed because it breaks EU competition regulations and will also provoke a prolonged legal battle with the drinks companies.
Seems like Cameron is preparing to lose against the EU but because he cannot name them as the culprit, blame his defeat on others at home. And the media will buy it.
